The International Maritime Organization (IMO) regulation, known as IMO 2020, mandates the reduction of sulphur content in maritime fuels to 0.5% from the current limit of 3.5%. Ship owners and operators must comply by using the new fuels or installing exhaust scrubbing technology. Compliant fuels present challenges in cost, availability, and performance. This regulation marks the largest change in marine fuel standards, affecting 75% of the fuel used by the shipping industry.

In the lead-up to January 1, 2020, it is impractical for the global fleet running on High Sulphur Fuel Oil (HSFO) to undergo dry dock manual cleaning within a short period. An alternative is to clean the sediments and asphaltene sludge from HSFO tanks and fuel systems gradually by dosing additives.
